but Snow Villagers would have to pass a huge tax override to pay for them. "One car costs like $350, and you have to have a lot of cars run- ning to make it realistic," Meagher says. Meagher has fashioned much of the scenery himself. The mountains consist of wood frames covered by Styrofoam. He used a hot knife to carve out cliffs and create granite steps and stone walls. Meagher recre- ated the iced-over ponds of his youth by heating up a gel mixture — sold for artificial flowers — that cools into a water-like surface. He made snow from stretchable cotton originally intended for wrapping the legs of injured horses. No schematic exists of Snow Village, except in Meagher's head. He says he's always thinking about how he could enhance the setup by add- ing more accessories or rearranging the layout. He was perplexed for days over how to transition from mountains to a town in one corner of his setup.
